Switzerland dipping into the wiretapping waters

Emulation or stimulation? The Swiss government is testing a VoIP wiretapping software, duplicating the effort of the US National Security Agency to listen to phone calls that occurred in the American territory.
The spying system is said by the SonntagsZeitung to rely on some Trojan horse techniques to bury itself into PCs. IT solutions provider ERA, which develops, claims such a software couldn’t be detected by virus buster software nor any firewalls.
“Das Programm sendet Mittschnitte in kleinen Datenpaketen an einen Server. Wird ein PC frühzeitig ausgeschaltet, speichert die Software den Rest der Aufnahme und überträgt sie beim nächsten Rechnerstart weiter.” Which can translate to: “The program sends memo cuts in small packets to a server. If a PC is promptly switched off, the software stores the remainder of the admission and transports it further with the next computer start.”
If asked, the Trojan horse can also turn on built-in microphones in notebooks, which then allow listeners to pick up what is being talked about in the vicinity. And activating webcams would be possible too, at least some of them, which doesn’t show LED, and distant activation.
Such a wiretapping system isn’t prohibited by Swiss laws, thanks or due to the specific confederation political system. And monitoring IP telephone calls isn’t regulated by federal laws.
